A few months ago, the governor signed Executive Order 2016-04. Among other things, that executive order directed Central Management Services (CMS) to prepare, on behalf of the governor, a Code of Personal Conduct (Code) for distribution and implementation at all state agencies and public universities.

Per the governor, this Code is to:

  • Ensure that state employees, including public university employees, are conducting the business of the state in an honest and respectful manner.
  • Promote accountability to the taxpayers and the people of Illinois.
  • Promote honest and ethical conduct and fair dealing.
  • Promote compliance with applicable laws, policies, rules and regulations.
  • Deter wrongdoing.

The Code is in addition to, and does not replace, existing University of Illinois policies and procedures regarding employee conduct. The stricter of University of Illinois policies and procedures or the Code will be applied with respect to employee behavior.
